City Council <br />Study Session Summary <br />May 13, 2014 <br />Page 2 of 3 <br /> <br /> Joint programming with the Louisville Art Association, Old Town Cinema, Art <br />Underground, Louisville Public Library, Louisville History Museum, Stories on <br />Stage <br /> 578 Volunteers logging 1035 hours <br /> <br />Chair Honstein said they feel incredibly supported by Council. Mayor Muckle said he <br />appreciates what the Cultural Council does and acknowledged their impact from an <br />Economic Development perspective. <br /> <br />The group is also collaborating with CU Denver and larger entities like the Denver Art <br />Museum. <br /> <br />Update/Discussion Pavement Management Program: <br />Management Program. The program strives to make the most effective use of <br />resources and preserve and upgrade the overall condition of Louisville streets. The <br />transportation network. Kowar discussed various Overall Condition Index (OCI) ranges <br />and showed slides of different streets with various OCI. <br /> <br />Kowar said the program seeks to do the right treatment at the right time. The 5 year <br />plan was discussed including the streets that are proposed to be completed, necessary <br />funding levels, and an overall system condition status was provided. <br /> <br />Update/Discussion Business Assistance Package Analysis: <br />Economic Development Director Aaron DeJong provided Council with an overview of <br />the Business Assistance Package (BAP) program. The program began in 2007 with the <br />goal of encouraging the recruitment, retention, establishment and or substantial <br />expansion of sales tax generating businesses and employers within the City. <br /> <br /> A total of 52 agreements have been entered into. 39 have either been completed or <br />are underway. 13 projects did not advance for a variety of reasons (ie: business did not <br />get financing). <br /> <br />For every $1 in on-time rebates, the businesses generate $1.36 in annual sales tax <br />revenue. <br /> <br />Businesses that received BAPs generated $460,496 in sales tax in 2013 and 276 new <br />retail jobs were created. <br /> <br />Through BAPs for Commercial/Industrial projects: <br />741 jobs were retained <br />1374 jobs were created with annual wage of $89,721. <br />The average incentive per job was $169 <br />
