In addition, a program can be funded through donations (private, <br />civic or corporate), grant opportunities and as a private development requirement. <br />There are many community benefits including creating a sense of place, providing an <br />amenity accessible to all and distinguishing a municipality from neighboring <br />communities. <br />Council member Lipton suggested staff do a fiscal analysis to see what the funding <br />mechanism amount would bring in. City Manager Fleming suggested staff could <br />prepare an analysis to look at during the Budget Retreat. <br />Mayor Muckle said public art is working in many cities, large and small and he thinks it <br />should be a priority. <br />Mayor Muckle thanked Janssen for her presentation. <br />Update/Discussion Fiscal Model Update: <br />Planning and Building Safety Director Troy Russ led a discussion related to the Fiscal <br />Model. Planning recently issued a request for proposals (RFP) for the creation of a <br />marginal cost fiscal model to replace the current average cost fiscal model the City <br />currently uses. <br />st <br />The RFP was discussed at the April 21 Finance Committee. Staff is bringing the Fiscal <br />Model discussion to the Study Session to see what questions Council may have about <br />the marginal cost fiscal impact model and how it differs from what is currently being <br />used. <br />Council discussed the two models and the information they provide. They discussed <br />the value of using both models. <br />Council would like staff to bring proposals for consideration to the June 17 City Council <br />meeting. <br />City Manager <br />City Manager Malcolm Fleming reviewed the Advanced Agenda.
