City Council <br />Meeting Minutes <br />September 2, 2014 <br />Page 5 of 16 <br />54' Conservation Easement <br />• Existing 54' Conservation Easement dedicated in 2005 <br />• Established for drainage and buffer <br />• This plan places a sign and two driveways in the easement <br />Recommendation: City staff recommended approval of Resolution No. 50, Series <br />2014, which approves a final Plat, PUD, SRU, and EV for City Service with the following <br />condition: <br />1. The applicant shall comply with the comments provided in the August 6, <br />2014 memo provided by City Engineer, Craig Duffin, prior to recordation. <br />Staff also recommended approval of Ordinance No. 1672, Series 2014, the Vacation of <br />30' Wide Drainage and Utility Easement, The Colorado Technological Center Filing No. <br />2 Subdivision. <br />COUNCIL COMMENT <br />Council member Lipton requested background information on the condition of approval. <br />Planning and Building Safety Director Russ explained there are some design details in <br />the PUD, which the Engineering Department would like to have modified. Those <br />modifications include drainage and utility work. The applicant was comfortable with the <br />conditions at the Planning Commission level. <br />Mayor Muckle addressed the parking for the project and asked if the 68 parking spaces <br />were for the public and employees. He asked whether 68 spaces were necessary. <br />Planning Building Safety Director Russ stated staff reviews the standard for what <br />parking is available at CTC. He agreed the number of spaces could be reduced and <br />requested Council direction. <br />APPLICANT <br />Tom Weiner, RNL Design, 1050 17th Street, Suite A200, Denver, CO stated the east <br />parking lot is for employee parking. The central parking on the site is for the City's fleet <br />vehicles and trailers. Larger equipment will be stored inside the building. Current <br />staffing for the building is 58 employees with seasonal and full -time staff parking at the <br />service facility. <br />COUNCIL COMMENTS <br />Council member Stolzmann asked for clarification on the second criteria for the SRU. <br />She noted part of the facility will be built on the area zoned Commercial Business (CB). <br />She asked what other area is viable for commercial development in the Tech Center. <br />Planning and Building Safety Director Russ explained the northern and northeastern <br />
