Cityof <br />Louisville <br />COLORADO • SINCE 1878 <br />Open Space Advisory Board <br />Meeting Minutes <br />Wednesday, September 10th, 2014 <br />Louisville Public Library <br />First Floor Meeting Room <br />951 Spruce Street <br />7:OOpm <br />I. Call to Order: Helen called the meeting to order at 7:02 pm. <br />II. Roll Call: <br />Board Members Present: Helen Moshak, Christopher Smith, Laura Scott Denton, Spencer <br />Guthrie, Missy Davis and Tom Davinroy <br />Board Members Absent: Mike Schantz, Linda Smith <br />Staff Members Present: Ember Brignull <br />City Council Member Present: Jeffery Lipton (at 9:16) <br />III. Approval of Agenda: Tom moved to approve the agenda as written. Missy <br />seconded. The motion was passed unanimously. <br />IV. Approval of Meeting Minutes: Tom questioned the use of the word "canal" in the <br />Staff Updates section, point number 5, discussing the Urban Drainage project at the <br />Harney Lastoka property. He suggested substituting the more accurate word "ditch." <br />Laura moved to approve the minutes from the previous meeting with the aforementioned <br />change. Tom seconded. The motion was passed unanimously. <br />V. Staff Updates: <br />1) Ember was asked by Helen to provide an annual timeline of the City's budget <br />procedures to OSAB. Ember handed out a document summarizing the annual budgeting <br />deadlines. This should help OSAB set agenda items in the future. Ember will include <br />this document in the minutes. Ember mentioned that the City Manager has recommended <br />no funding for trail maintenance in the Capital Improvement Budget for 2016. Minor <br />trail repairs could be covered as "line items" in the operational budget if necessary. <br />Ember has asked the City Manager for $10,000 to fund a repeatable resource <br />management inventory. <br />2) Ember and other staff members have been helping to separate accounting of the Park <br />and the Open Space budgets, as directed by the City Manager, City Council and <br />requested by OSAB. <br />City of Louisville <br />Parks & Recreation Department 749 Main Street Louisville CO 80027 <br />303.335.4735 (phone) 303.335.4738 (fax) www.ci.louisville.co.us <br />
