Board of Adjustment <br />Meeting Minutes <br />September 17, 2014 <br />Page 3 of 4 <br />b. The Grain Elevator is over 100 years and is listed on the National <br />Registry, therefore the Grain Elevator is exempt from the flood plain <br />development requirements <br />c. The 1,400 SF addition to the Grain Elevator and new 19,000 SF <br />commercial building require a flood plain development permit <br />d. A small portion of the new addition also requires a variance to the <br />flood proofing requirement due to it being .3 feet below the base <br />flood elevation. <br />e. A professional Civil Engineer, from JVA Consulting Engineers, has <br />prepared a flood plain analysis and has determined the proposed <br />work will not have a detrimental impact on structures around the <br />flood plain. <br />f. Staff has reviewed this project based on the criteria established in <br />the Louisville Municipal Code (LMC) Sections 17.56.240 and <br />17.48.110. <br />g. The Public Works Department is working on a drainage project <br />which will shrink or reduce the floodplain downtown, thereby <br />removing this property from the floodplain. <br />▪ Staff believes all applicable criteria have been met. <br />▪ Staff recommends approval of this request. <br />Questions from Board to Staff: <br />Malmquist asked if the proposed work was going to put drainages under the tracks. <br />McCartney stated that is what he believes they are going to do. <br />Malmquist stated this area did not flood during the great flood of 2013. <br />McCartney stated he was correct, there wasn't any flooding that he knew of in this area. <br />Applicant Presentation and questions from the Board to the applicant: <br />Erik Hartronft, architect, presented for the owners. <br />Hartronft gave the following details: <br />• They have done excavation on the west side and have found a plethora of <br />foundations, which are all below the flood elevation <br />• The addition on the west side, the porte cochere, has a portion under the <br />floodplain <br />• The remainder of the first floor will be above the 100 year flood plain <br />Malmquist asked if the railroad tracks were there prior to the construction of the Grain <br />Elevator. <br />Harntroft stated the Grain Elevator was there after the railroad tracks and he explained <br />how the Grain Elevator used the railroad tracks. <br />Malmquist asked about the scales the Warrembourg's are donating. <br />Hartronft stated how the scales would be used for the interpretive portion of the project. <br />
