Historic Preservation Commission <br />Meeting Minutes <br />September 15, 2014 <br />Page 3 of 4 <br />Discussion — Bylaws <br />Watson had some questions about the Planning Commission bylaw example staff provided. <br />He asked if most boards and commission have a rules and procedures section. <br />Robinsons stated he understands bylaws are more common than rules of procedures. He <br />recommends putting everything in the bylaws. <br />Watson agreed with Robinson's direction but he is still struggling on how to proceed. <br />Robinsons stated staff can provide a draft bylaws with rules and procedures inter woven. <br />Discussion ensued regarding specific language of the bylaws and rules of procedures. <br />Discussion — HPC Budget <br />Robinson stated nothing has changed since the last discussion. <br />Discussion — Outreach and Materials <br />Trice stated staff is hosting a field trip for the 4th graders on October 10th and 17th. She added <br />Fahey is still working on the brochure. <br />Fasick stated the Grain Elevator committee met a couple of weeks ago and their big concern <br />was applying for the state grant in time. <br />Trice stated a meeting was setup to discuss about the uses of the Grain Elevator. She <br />believes the grant application will primarily be for the exterior. <br />Committee Reports — none <br />Update on Demolition Requests - 525 Lincoln, 931 Main, 724 Jefferson <br />Trice gave the following updates: <br />525 Lincoln— front facade demo, released at subcommittee due to no impact <br />931 Main — front facade demo, released because the facade had changed several items <br />and remodel will bring back character defining elements. <br />724 Jefferson — Reroof, released because it would not impair the historic qualities of the <br />structure. <br />Update on Alteration Certificate Requests — none <br />Discussion /Comments on Planning Department Referrals — None <br />Updates — Preservation Master Plan <br />
