L <br />City at <br />- <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 111 <br />SUBJECT: <br />DATE: <br />LOUISVILLE AND SUPERIOR JOINT UTILITY DISCUSSION <br />OCTOBER 28, 2014 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS DEPARTMENT <br />SUMMARY: <br />Over the course of 2012 and 2013 Louisville staff, Superior staff, and the consulting firm <br />Dewberry Engineers explored the feasibility of integrating water and sewer infrastructure. <br />This analysis focused on physical infrastructure, costs for improvements in various <br />scenarios, and approximate operational savings. <br />On August 19, 2014, the results of the exploration were presented to the Joint Interest <br />Committee for Louisville and Superior which is comprised of two Town Board members <br />from Superior and two City Council members from Louisville. <br />The Louisville /Superior Joint Interest Committee indicated the desire to continue the <br />discussion and have the same presentation provided to their respective Board and Council <br />members. Dewberry will present high level details of this conversation. <br />Additional exploration is underway to review the high level aspects of financial integration <br />with respect to the utilities and concepts for possible future agreements or governance <br />structures. <br />No decisions or conclusions have been made by either Louisville or Superior regarding <br />this overall concept of infrastructure integration. This discussion is one small step in a <br />long process to bring the City Council up to speed with current information. <br />ADVANTAGES: <br />Exploring alternatives for future infrastructure or operational cost savings due to <br />economies of scale could prove physically and fiscally feasible. <br />DISADVANTAGES: <br />Some have expressed concerns about joint projects with Superior. <br />FISCAL IMPACT: <br />If feasible, both communities may see cost savings for current and future infrastructure <br />and operational expenses. <br />ATTACHMENT(S): <br />1.
