City at <br />- <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 1 <br />SUBJECT: <br />DATE: <br />DISCUSSION — PLANNING COMMISSION <br />OCTOBER 28, 2014 <br />PRESENTED BY: TROY RUSS - PLANNING AND BUILDING SAFETY <br />DEPARTMENT <br />INTRODUCTION: <br />The Planning Commission is a seven member quasi - judicial board which hears and <br />makes recommendations to City Council regarding land development requests and <br />legislative actions related to Title 16, (subdivisions) and Title 17 (zoning) of the <br />Louisville Municipal Code (LMC). <br />BOARD MEMBERS: <br />Current commission members are: Chris Pritchard, Chair; Cary Tengler, Vice - chair; Ann <br />O'Connell, Secretary, Jeff Moline, Tomas Rice, Scott Russell and Steve Brauneis. <br />There are no vacancies on the Commission. <br />LIST HIGHLIGHTS AND SUCCESSES OF THE PAST YEAR: <br />From August 2013 to October 2014 the Planning Commission heard 30 cases. The <br />complete list of cases filed is presented below. All of the cases heard by the Planning <br />Commission in 2013/14 were recommended for approval, except one which has been <br />continued as the applicant has requested additional time to work with the adjacent <br />neighborhood. The table below provides a brief summary of each item. In all cases, <br />the Planning Commission's recommendation concurred with the staffs <br />recommendation. Six of the 30 cases were legislative actions. <br />Legislative Hearings — Since August 2013 <br />Res. # <br />Request <br />17, 2013 <br />An amendment to appropriate sections of the LMC regarding the use of retail marijuana. <br />20, 2103 <br />An amendment to appropriate sections of the LMC regarding the keeping of hens in the <br />city limits of Louisville. <br />27, 2013 <br />An amendment to appropriate sections of the LMC regarding public notice <br />requirements. <br />5, 2014 <br />An amendment to appropriate sections of the LMC to define food trucks, food carts, and <br />mobile retail food establishments and modify their allowed operation throughout <br />Louisville <br />12, 2014 <br />An amendment to appropriate sections of the LMC regarding creating administrative <br />review procedures for certain variance requests <br />Discussion <br />/ Direction <br />Downtown / Old Town Parking Action Plan. <br />Quasi - Judicial Hearings — Since August 2013 <br />Res. # <br />Project <br />Request <br />12, 2013 <br />Coal Creek Station <br />A rezoning request to rezone a 10.97 acre parcel of land from <br />Commercial Business (CB) zoning to Mixed -Use Residential (MU- <br />CITY COUNCIL COMMUNICATION <br />2 <br />
