City Council <br />Meeting Minutes <br />October 14, 2014 <br />Page 2 of 23 <br />Planning and Building Safety Director Russ confirmed the Boulder County Housing <br />Authority submitted to the Planning Department an annexation and zoning request for <br />the Alkonis Property. <br />DISCUSSION /DIRECTION 2015 PROPOSED BUDGET <br />AND 2015 — 2019 CAPITAL IMPROVEMENTS PLAN (CIP) <br />City Manager Fleming stated he would not make a formal presentation unless Council <br />desired a presentation on key items in the budget. He stated the staff is available to <br />respond to Council's questions. The purpose of the meeting is to ensure the proposed <br />budget reflects the City Council's priorities. Staff will make any Council requested <br />changes for the public hearing on October 21St <br />Mayor Muckle reviewed the process which would be followed for this Special Budget <br />meeting. He would take public comments first and then Council will comment on the <br />budget reviewing each department chapter. He would also allow the public to speak <br />after Council's comments on the department chapters. <br />PUBLIC COMMENTS <br />Bob Sampson, 1057 Century Drive, Louisville, CO addressed the funding for the <br />Helburg Memorial. He stated two and half years ago he spoke to present and past <br />Council's about this project and there was a lot of support. Two years ago, Police Chief <br />Bruce Goodman budgeted $10,000 in the Police Department budget to get the project <br />started. That funding was pulled from the budget with a promise the funding would be <br />available in 2015. He stated for the last two and half years he has asked individuals <br />and businesses to contribute money for the Helburg Memorial Park. He addressed two <br />other budget items; 1) the non - inclusion in the budget of the additional full -time parking <br />code enforcement officer and 2) the $50,000 Parking Permit Plan Study. He explained <br />when he worked for the City of Boulder his job was to deal with parking permit issues. <br />He asked Council to reconsider the parking permit plan and save the City $50,000. <br />Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO also addressed the <br />Helburg Memorial Park and what might be done to move the project forward. He joined <br />the Committee two years ago, which is made up of aging family members and a few <br />volunteers. He offered the alternate vision and suggestion of an old fashioned barn <br />raising. He stated if the Helburg Memorial had status as an officially funded City <br />project, with access to help from staff for publicity, counsel and liability waivers, a <br />design approved by the Parks and Recreation Department and a little seed money, they <br />could reach out to the community for landscaping professionals. The Horticulture and <br />Forestry Advisory Board (HFAB) has offered to assist in the project. He envisioned <br />local Boy Scout troops and church groups and other civic organizations volunteering to <br />build the park, with in -kind contributions. He stated without the seed money, support <br />and recognition the park will not be built. He reviewed the history of Victor Helburg and <br />felt the 100th anniversary of his death should be recognized. <br />
