City Council <br />Special Meeting Minutes <br />October 28, 2014 <br />Page 10 of 10 <br />Mayor Muckle inquired about the concrete trail underpass on the west side of Dillon <br />Road. He noted there are exposed water lines and utilities, but no path. Parks and <br />Recreation Director Stevens stated they are waiting for Public Works to make the <br />repairs. Public Works Director Kowar explained the repairs are simple, but the process <br />to be reimbursed is not. Staff is working with FEMA and CDOT for reimbursement and <br />the official design has started, which will qualify for the reimbursement. Staff has <br />indicated the repairs must be completed by the time the golf course opens. <br />Parks and Recreation Director Stevens stated the IT staff provided fiber optics to the <br />clubhouse. He reported staff has interviewed one beverage and food concessionaire <br />and will interview another later this week. Staff will bring a contract for City Council <br />approval in December. <br />CITY MANAGER'S REPORT <br />ADVANCED AGENDA <br />City Manager Fleming explained at the November 18th City Council meeting the new <br />Ward I Council person will be sworn in and the Council will be looking at concepts <br />drawings for the new County Road Bridge design. This will be a fast tracked project <br />with CDOT and Federal Highway Administration partners. <br />Mayor Muckle asked if the November 18th meeting bridge discussion will be noticed. <br />Public Relations Manager stated an invitation was sent to all the Board and Commission <br />members and a post card will be sent to every address in town. <br />IDENTIFICATION OF FUTURE AGENDA ITEMS <br />Council member Lipton requested a meeting to have a conversation on the budget to <br />discuss what went well and what didn't and how the process could be improved. He <br />requested a debriefing on the budget process to provide an opportunity to give feedback <br />and set goals. He requested a staff presentation of ideas about multi -year budgeting <br />and a bi- annual budgeting process. Members tentatively agreed to have this scheduled <br />for January 13. <br />ADJOURNMENT <br />MOTION. Mayor Muckle moved to adjourn, seconded by Mayor Pro Tem Dalton.
