City Council <br />Special Meeting Minutes <br />October 28, 2014 <br />Page 3 of 10 <br />City Manager Fleming stated his understanding the Council desired to know more about <br />the aspects of the Aspen Parking Plan before budgeting funds for parking studies and <br />consulting services. <br />COUNCIL COMMENTS <br />Council member Loo was not only interested in knowing more about the Aspen Plan, <br />but other communities neighborhood parking plans. She was looking for some <br />background on how these plans work and what have been the advantages and <br />disadvantages of the parking plans. Most importantly, she wanted to know what <br />happened to the cars being eliminated and whether they just moved to the next block. <br />She felt this could be done in- house. There was Council consensus. <br />City Manager Fleming reviewed additional budget reductions to the parking studies. <br />• Delete $20,000 to develop scalable special events parking requirements. <br />• Delete $30,000 for consulting services to research alternative parking <br />implementation strategies. <br />• Delete $30,000 for consulting services to research and develop a long -term <br />parking strategy. <br />COUNCIL COMMENTS <br />Council member Loo reported the public wants the curbs to be painted. She did not <br />believe the parking symbols painted on the streets were effective. Public Works <br />Director Kowar stated his belief on a day -to -day basis the small parking symbol made a <br />change, but were not effective on special events. He recommended signage on the <br />corners instead of painting the curbs. He explained it is a long -term savings to do signs <br />versus painting curbs. <br />Council member Loo asked if there was money in the budget for these types of signs. <br />Public Works Director Kowar stated there was not a specific budget for these signs, nor <br />has there been a determination where the signs should be placed. The sign budget <br />could be used for this purpose, followed by a request for a budget amendment, or a sign <br />budget could be prepared for the November 3rd meeting. <br />Council member Loo stated with respect to parking, she wanted to see less study and <br />more actions. City Manager Fleming noted the Parking Action Plan includes many <br />items that could be implemented. There was Council consensus. <br />City Manager Fleming reviewed additional changes to the 2015 budget. <br />• Move the Burlington Northern Santa Fe Rail Road (BNSF RR) Underpass (North <br />Underpass) from 2015 to 2016. <br />
