Revitalization Commission <br />Minutes <br />November 10, 2014 <br />Page 2 of 4 <br />DeJong: This is making the land in the Core Area more useable and therefore, <br />more valuable. <br />Public Comments <br />None <br />Reports of the Commission: <br />Economic Development Director Aaron DeJong has talked with Tim Brasel and George <br />Lee (West side of Village Square) about an application for assistance from the LRC. <br />They are interested in doing facade and parking improvements. <br />The Center Court Village apartment project is expected to begin in early part of 2015. <br />BNSF Underpass — Staff is working on a construction agreement with BNSF. BNSF <br />staff visited the City Manager's Office to discuss the project. <br />Business Matters of the Commission — <br />a. Sustainability Advisory Board: <br />Jim Bradford with the Sustainability Advisory Board attended the meeting to <br />highlight the process his commission will be taking to develop a sustainability <br />master plan for the community. Discussion occurred about the desired outcomes <br />for the master plan. LRC Commissioners were interested to review the draft plan <br />when details are developed that can be reviewed. <br />b. DELO Update: <br />Rick Brew of RMCS reported that the DELO bonds have been funded. DELO <br />Phase II will be in front of Planning Commission in December. He was happy to <br />hear DeJong report there has been some movement with BNSF. Brew said <br />there has also been some movement with Comcast. He would like to focus on <br />keeping quiet zones on track. <br />Some construction will be weather dependent but they are digging for utility lines. <br />The yellow house is on skids and needs an agreement with Comcast to pour the <br />foundation. <br />DeJong said the bond advances and pay requests are now an administrative <br />process. Monthly pay requests will be an administrative function through <br />Malcolm, Public Works, and Aaron. <br />Commissioner Becker said DELO should curate and share with the public as the <br />project progresses. <br />Randy Caranci asked about the DELO Development Review process and why <br />City Council cannot discuss the project until the public hearing.
