Call to Order: Helen called the meeting to order at 7:03 pm. <br />II. Roll Call: <br />Board Members Present: Mike Schantz, Helen Moshak, Laura Scott Denton, Linda <br />Smith, Spencer Guthrie, Tom Davinroy, Missy Davis <br />Board Members Absent: Christopher Smith <br />Staff Members Present: Ember Brignull, Joe Stevens, Malcolm Fleming <br />City Council Member Present: Jeff Lipton <br />III. Approval of Agenda: Laura moved to approve the agenda as written. Missy <br />seconded. The motion was passed unanimously. <br />IV. Approval of Meeting Minutes: Laura moved to approve the minutes from the <br />previous meeting without changes. Missy seconded. The motion was passed <br />unanimously. <br />V. Public Comments for Items Not on the Agenda: None <br />VI. Discussion Item: Open Space and Parks Fund — Ballot Measures Establishing <br />and Continuing Funding for Open Space and Park; Accounting for Open Space and <br />Park Fund Revenues and Expenditures; and Draft Policy on Open Space and Parks <br />Fund Expenditures and Reserve. Presented by: Malcolm Fleming, City Manager <br />Malcolm begun by expressing his appreciation for Open Space in general and the <br />Open Space Advisory Board in particular. He provided the available budget information <br />on the City's Open Space and Parks for the last 15 years in the packet presented to the <br />board from the Conservation Trust — Land Acquisition Tax which is also referred to as <br />the Open Space and Parks Fund and the Open Space Tax . Malcolm reviewed the history <br />of the tax and the Board talked about how most of the language in the tax emphasizes the <br />open space land acquisition and maintenance purpose of the tax. As part of this <br />discussion Tom asked whether there truly is such as an entity as the "Open Space Fund." <br />Malcolm said there was. Tom asked whether it was always called the "Open Space <br />Fund."
