City Council <br />Study Session Summary <br />November 10, 2014 <br />Page 2 of 4 <br /> <br /> Identify gaps in facilities and programming <br /> Assess the economic impact of the arts <br /> Create a data-driven actionable framework to guide development <br /> <br />Janssen provided a timeline which culminates in presenting the finalized Master <br />rd <br />Plan seeking Council approval in the 3 quarter of 2015. <br /> <br />Public Outreach will be achieved through public meetings, event surveys, on-site <br />surveys, economic data, survey monkey, Facebook, website, Art Walk surveys and <br />Channel 8. <br /> <br />Anticipated Outcomes: <br /> Collaborative ventures <br /> Secure support and commitment from local government, partners and <br />stakeholders for financial sustainability <br /> Establish a common vision for the arts <br /> Advocate for the artists and professions working within creative industries in <br />Louisville <br /> Establish level of service for high quality arts and cultural programming <br /> <br />There was a discussion of a State certified Arts District and what obligations would <br />be put on the City. Depends on what district/grant you receive. Janssen said we <br />d <br />the cost/benefit of being designated an Arts District. Becoming a state designated <br />district will be discussed as a part of the Arts Master plan. <br /> <br /> <br />Update/Discussion Small Area Plan Survey <br />Planning and Building Safety Director Troy Russ and Laurie Urban of the National <br />Research Center discussed the development of a letter and draft questions for a <br />City-wide survey. Russ said Planning staff is trying to establish baselines and get a <br />sense of general trend and issues for Planning and the City to work on. <br /> <br />The questions were debated and discussed. Some only wanted questions that help <br />develop policy and some felt the survey was too cluttered. The survey will be tested <br />by ask <br /> <br />Each house will receive a post card, letter and follow-up letter. Ms. Urban explained <br />that multiple contacts is industry standard. <br /> <br />Photos that will accompany the survey were discussed. Visual preference questions <br />need to have clean pictures for comparison. Pictures were discussed and fairness <br />to representing each scenario. Staff will re-work some of the questions and photos <br />for presentation to Council on November 18. <br /> <br />Council appreciates the work Planning staff has completed. <br /> <br /> <br />
