Historic Preservation Commission
Meeting Minutes
November 17, 2014
Jean Morgan stated her concern of the placement of public notice signs and does not
believe they are not properly displayed. She believed they should be placed above
parked cars so they are easily viewed.
Watson stated he has heard other comments as well. He asked if there was any way to
modify the existing ordinance to allow for better sign placement.
Trice stated the placement of the signs is more of a policy, so no need to amend an
ordinance.
Fahey asked if this could be a discussion item for a future agenda.
The rest of the HPC agreed.
Stewart stated he believes there should be different sign standards for downtown. One
size sign does not fit all.
Watson also asked to put a discussion of wood siding "best practices" on a future
agenda.
PUBLIC HEARING — 816 Main Demolition Permit
Trice presented the information in staffs report. She stated this is a request to remove
the Empire neon roof sign. She reminded the board of the application issues in the past
regarding this property, but those issues have since been remedied due to a change in
ownership.
James Cohen, owner, presented his request. He said the primary reason for the
demolition request is because the sign has to come down just for repairs.
Watson asked if the demolition application stated it was a temporary demolition.
Cohen stated he did not remember.
Haley asked if his intention was to just remove the sign to repair it and not to keep it
down.
Cohen stated that was his intention but a lot weighed on his discussions with the City on
what financial relief they can provide him.
Haley asked if he had the results of the structural assessment.
Cohen stated he did but he thought the report was too vague and asked for more detail.
Watson asked for the timing of the project.
Cohen stated finding a good sign firm is difficult so it is based on the availability of a
good sign firm. He stated he most likely won't do anything until Spring.
