Discussion /Presentation — Louisville Sustainability Advisory Board: Road map and energy report Mary Ann Heaney, 117 LaFarge Avenue, Louisville, CO and Mark Persichetti, 1402 Taft Place, Louisville, CO. Members of the Louisville Sustainability Advisory Board (LSAB). Heaney gives first presentation. LSAB sponsored an energy study city -wide in 2013. A brief summary of the results of the study is given so Planning Commission (PC) can consider it and give input. LSAB is in the process of developing a long range sustainability roadmap for the City. The study began at the University of CO by a professor who subsequently moved to University of MN. She designed the criteria. The greatest energy use in the City is the commercial industrial electrical use at 30 %, followed by gas vehicles, and then goods purchase at 11.2 %. City Council asked the LSAB to come up with a Sustainability Action Plan and they are presenting to all Advisory Boards and then plan to have public meetings with commercial sector and general public to gain feedback, suggestions, and guidance. All information will then be presented to the City with a recommended plan of direction and suggested programs. Goals are based on economic drivers and voluntary programs rather than mandatory programs. Boulder County has a program called PACE that encourages businesses to sign up, get a free energy audit, and then work with program personnel for suggestions on energy usage reduction. Heaney says 160 Louisville businesses have signed up for this program and 33 have completed it. Savings have been approximately $90,000 so far. It has generated $400,000 in revenue in Louisville with the construction and retrofits completed. Golden has several business programs in place and Denver has been extremely proactive with new programs. Fort Collins, Carbondale, and Boulder County have been proactive. Louisville was the 31st city in CO to go through this energy analysis. LSAB now has information in a database that helps in determining what energy savings are available. For example, if the City wishes to purchase more energy efficient water pumps at the Waste Water Treatment Plant, the data can be plugged in to determine what the return of energy savings would be. The PC is uniquely qualified to make comments and suggestions because they see many projects pre ted. LSAB would like to come back to get detailed comments in peon J via email i r anu r February from the PC. Mark Persichetti says the LAB study will be ed on the City website. He does not know if it will be located under the Public Works link or LSAB link. It is a 40+ document but it does have details of the different areas being studied and methods used for measuring greenhouse gas emission and CO2 equivalents. Questions from Commission: Pritchard says that since the presentation was not submitted to the Planning Commission in packet in advance, the PC ability to ask specific questions is somewhat limited. He requests that the study be submittStaff and then submitted to the PC. Moline asks if the repo has some recommendations. Persichetti says the report has some general recommendations and some guidelines to consider. It is left up to the LSAB to determine what the best path to follow is regarding the reduction of greenhouse gas emission in any sector. The general study document is 45+ pages. Pritchard requests LSAB to submit the best document. He would like it submitted for the January 8, 2015 meeting. Brauneis says he is excited that there is real data to use to evaluate.
