SUBJECT: <br />DATE: <br />LOUISVILLE REVITALIZATION COMMISSION <br />JANUARY 13, 2015 PAGE 2 OF 3 <br />Obtaining agreement from external parties has been difficult (i.e. BNSF) to obtain in a <br />reasonable timeframe. We understand these other entities have timeframes different <br />than ours, so we continue to work towards finalizing agreement with them. <br />LIST PLANS /GOALS FOR NEXT YEAR: <br />The LRC now has revenues exceeding expenses and is in a position to begin thinking <br />proactively about projects and investments that will advance the mission of removing <br />blight and encouraging redevelopment in the Urban Renewal Area. We will be <br />discussing what opportunities may exist to make investments over the next several <br />meetings. <br />IN WHAT AREAS DO YOU NEED CITY COUNCIL INPUT /FEEDBACK? <br />Having this yearly interaction with City Council is valuable to receive feedback on the <br />progress being made and projects being undertaken by the LRC. <br />The LRC would like the opportunity to discuss ideas for proactive projects. <br />KNOWING THAT FUNDING IS LIMITED AND NOT ALL PROGRAMS WILL BE A <br />PRIORITY IN ANY GIVEN BUDGET YEAR, WHAT PROJECTS/ <br />PROGRAMS /POSITIONS ETC. DOES THIS BOARD RECOMMEND THE CITY <br />COUNCIL FUND IN NEXT YEAR'S BUDGET? <br />A few key projects in the current 5 -year CIP Budget and some future potential projects <br />that have significant interest from the LRC include: <br />• Funding for Quiet Zone implementation along the BNSF Railroad <br />• Funding and construction of the South Street Gateway <br />• Drainageway improvements planned to remove most of the downtown out of the <br />floodplain <br />• Conceptual realignment of Main Street at South Boulder Road. <br />ARE THERE LEGISLATIVE ISSUES (NEW LAWS, AMENDMENTS, CODES, ETC.) <br />THIS BOARD WOULD ENCOURAGE THE CITY COUNCIL TO CONSIDER? <br />The State's Construction Defect Liability law affecting the development of condominium <br />projects is creating a missing component of new residential construction in Colorado. <br />Condominiums play an important role in the make -up of residential availability for both <br />urban and suburban locales. Any support to advance legislation to address barriers to <br />condo development would be appreciated. <br />Urban Renewal legislation will most likely see amendments proposed to limit Urban <br />Renewal tools. The LRC would like to see the City support the current rules regarding <br />Urban Renewal and lobby against amendments that would unreasonably restrict the <br />use of tax increment financing or eminent domain for redevelopment projects. <br />CITY COUNCIL COMMUNICATION <br />3 <br />
