Open Space Advisory Board <br />Minutes <br />November 12th, 2014 <br />Page 2 of 7 <br />4 Old Town Trail Old Town Link <br />5 Winter Wheat Trail Farmer's Trail <br />6 East -West Trail Mining Trail <br />2) The wayfmding consultants will be presenting at the January OSAB meeting. <br />3) Ember shared maps of the proposed and current memorial bench locations for several <br />Open Space properties. The current proposal is that the City will pre - install benches in <br />locations that the city needs, then interested parties can pay to retroactively defray the <br />installation costs of their choice of bench, and to have it engraved. She hopes that OSAB <br />members will have a chance to perhaps visit some of these properties and decide whether <br />they agree with the proposed density and locations for benches. Spencer expressed his <br />concern about the lack of a coherent City policy about memorial benches. Ember <br />explained that this issue will be discussed as an agenda item in January. Helen <br />mentioned that the Open Space memorial program does not need to be limited solely to <br />benches: people may want to commemorate their loved ones by sponsoring Open Space <br />programs or making other sorts of contributions. She suggested that the January agenda <br />reflect that loosening of the program's purview and asked board members to brainstorm <br />on that idea. <br />4) Ember sent around a spreadsheet for OSAB members to estimate the hours they spent <br />volunteering for Open Space in 2014. <br />5) The Wayfmding process is moving forward. <br />6) The Coal Creek Trail's repair work is complete, though some of the benches aren't yet <br />installed. <br />7) Prairie dog control work is almost complete. <br />8) Harlan is working on an Open Space social trail mapping program. The goal is to <br />show how the trails have changed in widths and extent since the previous social trail <br />maps were made. <br />VII. Board Updates <br />1) Tom commented that he visited the proposed underpass under Hwy 36. He felt that <br />there isn't great connectivity to Davidson Mesa. He observed that the alignment between <br />the underpass and the Davidson Mesa trails is awkward. He suggested that OSAB may <br />want to make comments for its improvement before the process goes much further. <br />VIII. Discussion Item: Public Posting of Acquisition Rubric <br />Malcolm has received a request for the OSAB property acquisition rubric being made <br />public. This is a spreadsheet listing properties for potential City acquisition and ranking <br />them by rating them by a variety of Open Space - specific criteria. It is already publicly <br />available, but only buried within past OSAB meeting minutes. This is a discussion about <br />whether the spreadsheet ( "the rubric ") should be linked explicitly on the City webpage. <br />Christopher thought it may create unrealistic expectations for neighbors and citizens, as <br />they might come to believe that all of these properties will eventually belong to the City, <br />inflating the values of properties adjacent to the target properties. He also expressed <br />concern that this information could increase the purchase prices of the target properties <br />themselves. Tom thought having their properties on the list may intimidate property <br />owners, and be counter - productive to future negotiations with them. In response to a <br />question from the board, Christopher shared that the state board does not publish their list <br />4 <br />
