City.of <br />Louisville <br />COLORADO • SINCE 1878 <br />FINANCE COMMITTEE <br />COMMUNICATION <br />SUBJECT: <br />DATE: <br />FISCAL IMPACT MODEL PRESENTATION BY TISCHLERBISE <br />JANUARY 26, 2015 <br />PRESENTED BY: SCOTT ROBINSON, AICP, PLANNING AND BUILDING SAFETY <br />DEPARTMENT <br />SUMMARY: <br />Carson Bise from TischlerBise will be at the January 26 Finance Subcommittee meeting <br />to present the draft fiscal model and answer any questions. The City entered into a <br />contract with TischlerBise in 2014 to create a new fiscal model to replace the City's <br />existing model. Members of the subcommittee have been provided a copy of the model <br />to examine beforehand. Keeping any version of the model on an individual computer <br />after the meeting is a violation of the City's license agreement with TischlerBise. <br />The fiscal model will be used by City staff to evaluate the fiscal impacts of proposed <br />development and policy changes. For example, staff will use the updated fiscal model <br />to evaluate development scenarios in the upcoming small area plan process to ensure <br />the plans meet the fiscal goals established by the City. The fiscal model takes <br />proposed development by land use type (retail, office, residential, etc.) and other inputs <br />and computes projected tax and other revenues and projected operational and capital <br />costs. <br />The model is essentially complete, although the displays for presenting the results have <br />not been finalized. This will allow TischlerBise to make any necessary changes based <br />on comments and discussion with the Finance Committee. If the Finance Committee is <br />happy with the fiscal model, it will be presented to the full City Council for adoption in <br />the near future. <br />FINANCE COMMITTEE COMMUNICATION <br />
