5. Any expansion in production of the plant or waste control facilities <br />or drainage from such facilities should be done in a manner that precludes <br />any possibility of polluting the Coal Creek water shed basin. <br />WHEREAS, it is the City Council's opinion that the proposed project, if <br />properly implemented pursuant to the avowed open space purposes, could have <br />a very beneficial environrnental impact and it is the City Council's thought <br />in keeping with the hopeful attainment of this goal, that the proposed project <br />could be more effectively implemented by and the maintenance in perpetuity <br />thereof more assured by another appropriate public agency whose charges and <br />experiences are more in line with the nature, purpose, and needs of the proposed <br />project - an agency such as the Division of Game, Fish, and Parks of the <br />Colorado Department of Natural Resources and that under such an approach, <br />the land proposed to be acquired could be placed in a State-wide or regional <br />park system which would also help to assure and guarantee that said land would <br />always remain as open space; <br />NOW, THEREFORE, BE I'T RESOLVED BY THE CITY COUNCIL OF THE CITY OF LOUISVILLE, <br />COLORADO: <br />THAT the City Council hereby officially sets forth its position that <br />in order for the Environmental Statement to adequately reflect and sub- <br />stantiate the intended purposes and goals of the proposed land acquisition <br />project and in order for the integrity of purpose of the proposed project <br />to be assured, then the rnecessary assurances, guarantees, specific plans, and <br />revised cost-benefit analysis as described and set forth hereinabove in this <br />Resolution need to be adequately addressed, answered, and included in the <br />final Environmental Impact Statement and that in the interest of the most <br />possible effective and efficient implementation of the proposed project, the <br />alternate plan of implementation as suggested and set forth hereinabove in <br />this Resolution should be fully explored before any final decisions are <br />reached; and <br />THAT the City Council, on the basis of the information presently available <br />to it, hereby officially registere~: its opposition to the proposed land <br />acquisition by the U.S. Atomic Energy Commission until such time as the <br />needed assurances, guarantees, specific plans, and cost-benefit analysis <br />are properly included in the Environmental Impact Statement for the proposed <br />project and until such time as the alternate plan of implementation as des- <br />cribed hereinabove has been fully explored. <br />PASSED, ADOPTED, AND SIGNED this 1st day of August, 1972. <br />MAY R <br />ATTEST:. <br />qty rk <br />-2- <br />
