The water rent year shall begin on January 1st of each year and end on December~3lst of each year. Section 5. That Rule 6 of Section 6 of Ordinance No. 128 be and the same is hereby amended to read as follows;' Rule 6. The water rates, meter rates, and assessments must •be paid monthly in advance, without notice at the office of the Town Clerk on the first day of each and every calendar month; if not so paid on or before the 10th day of the month they will become delinquent and a penalty of 10~ must be added, and collected as a part of the water
