ARTICLE III OREDIETTrE TO TR!!FFIr COT~?TROL DEVTCES Sec. 8. T'ne driver of anv vehicle and any pedestrian sY~all obey the instruction of any official traffic control device applicab7_e thereto pl~?ced in accordane.e with the traffic ordinances of t;his city, unless otherwise directed ?~y a Police officer, subject to exemptions granteet the driver of an authorized emergency vehicle by this ordinance. Sec. ~~. No provision of this ordinance for which signs ere required sha7.7_ be enforced against an alleged viol?tor if at the timE; and place of the alleged violation an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person. When- ever a particular section does not state that signs are required, s~zch section shall be effective without suns being erected to give notice thereof. Sec. 10.
