He said they are going to have a <br />presentation room and would like the opportunity to try it out. Officer Redard told <br />Mr. Burns to stay in touch and perhaps they could work out a special training and <br />address some of the special situations they might face at this location. <br />Machado moved to approve the transfer of the Hotel and Restaurant liquor <br />license to Los Viejos LLC d /b /a 740 Front. Tennessen seconded. Roll Call Vote: <br />Hughes — yes, Tennessen — yes, Machado — yes and Hervey — yes. Transfer <br />approved. Lipton and Carlson absent. <br />E. 2014 Annual Report <br />Authority members thanked Secretary Hanson for the work on the Annual <br />Report, approved by consensus and asked her to forward it to Council. <br />F. Discussion of Rule Changes from State Liquor Enforcement Division <br />Secretary Hanson noted this was included for Authority information. Fees had <br />been reduced and there were some changes to the suggested penalties. <br />Authority Attorney Culley noted the standards in Louisville's policy have always <br />been suggestions and the Authority could choose to include the State's <br />recommendations even if by reference. She stated there is a lot of flexibility <br />available to the Authority with how the policy is currently written. <br />Machado noted there were good reasons to have strict guidelines and good <br />reasons to have flexibility in sentencing. He suggested waiting and reviewing <br />this if further information is received from the State and when John Carlson can <br />provide his input. <br />Hughes confirmed the Authority would wait and review this at a later date. <br />Police Department Reports <br />A. Incident Report — Tri —City Elks — 12/8/14 <br />Police were dispatched to the scene of an injury accident. The driver of one of <br />the vehicles indicated she had consumed alcohol at the Elks Lodge. <br />Tennessen expressed concern if a fraternal order is over serving their members. <br />Machado noted the timeline, number of drinks reportedly consumed and did not <br />feel there was any action to be taken by the Authority. <br />Hughes agreed the circumstances were concerning, but did not feel there was <br />evidence to proceed with ordering a show cause hearing. Authority members <br />concurred. <br />
