Howard: Are there any plans to make this piece of property <br />not stand out as somewhat different than the <br />adjacent properties. <br />Franklin: There is no reason for this property not to blend <br />in. It ha~> all the earmarks of a nice residential <br />project with the neighborhood. <br />Howard: How sure is the city that there are adequate <br />resources t:o ensure that streets, sewer, water and <br />all the other improvements will be put in? <br />Franklin: The utilities are adjacent to the property. The <br />street is improved in front of the property, there <br />is a water line in the frontage, there is sewer, <br />drainage is available in terms of access. It has <br />all the urban amenities that a project needs. This <br />is probably one of the easier enclaves to develop. <br />Howard: What I am trying to avoid is what has happened in <br />Ward I, where we still have streets after years <br />that are still not finished and the neighborhoods <br />are very upset. <br />Franklin: We do require an Irrevocable Letter of Credit from <br />developers. <br />Hornbostel: Is still uncomfortable with this project. She too <br />does not want anything like what has happened in <br />Ward I to happen with this development. I would <br />like to secs the annexation and subdivision come in <br />at the same' time. <br />Franklin: That is not done typically, but if that is what <br />Council so desires that can be done. It would. be a <br />costly proc;ess for the applicant if it were to be <br />done this way, especially if Council denies the <br />request. :However, there is a lengthy review of <br />the subdivision done by staff and the Planning <br />Commission. <br />Hornbostel: Since Homar~t has paid to improve Cherry Street and <br />we are paying Homart recoveries for Cherry Street, <br />would this project be required to pay into this <br />recovery also? <br />Franklin: Yes, they Hrould. <br />Sackett: The main question for Council is whether or not we <br />feel this L~roperty should be annexed to the city <br />and whether or not the zoning is acceptable to us <br />and to the property owner. I feel it is and I <br />feel that the zoning is appropriate. There are a <br />lot of planning issues that need to be discussed <br />6 <br />
