CITY OF LOUISVILLE <br />NOVEMBER 18, 1990 ---SPECIAL COUNCIL MEETING <br />The City Council of the City of Louisville met in Special Session <br />in the Council Chambers, 749 Main Street, Louisville, Colorado. <br />Mayor Fauson called the meeting to order at 1:00 p.m. and the <br />following persons were present: <br />Councilmembers: <br />John Sackett, Tom Davidson <br />Marie Szymanski <br />Kevin Howard, Randy Carnival <br />Staff Present: <br />Annette Brand, City Administrator <br />John Franklin, Dir. of Comm. Dev. <br />Sharon Asti-Caranci, Dir. of Finance <br />Tom Phare, Dir. of Public Works <br />Nelda Mohr, Dir. of Library <br />Rod Leesman, Dir. of Public Safety <br />Steve Baysinger, Dir. of Parks & Recreation <br />Also Present: <br />Donna Cummings, City Clerk <br />ITEM A: ZERO BASE BUDGETING <br />Brand: Was concerned because of the two articles that were in the <br />Louisville Times about zero base budgeting, and the fact that we <br />are not really doing zero base budgeting. In the future I will <br />ask Council what kind of budget process they would like to have. <br />There is a lack of understanding about what zero base budgeting <br />is. What is lacking in this budget process is the fact that the <br />Council has not set goals. Several of the Council members had <br />expressed a concern about this. With zero base budgeting we do <br />not go down the budget page by page looking at every item. The <br />justification for requests are on the decision packages. <br />Davidson: The City Administrator came to the Council about 5 <br />sessions ago and said there would not be time to do a complete <br />zero base budget and asked the Council if it would be okay to do <br />a modified zero base budget, at which time the Council did agree <br />to that. Council expressed its desire for a modified zero base <br />budget, that you agreed to supply and we don't have. <br />Margaret Hornbostel was present at this time. <br />Hornbostel: I think that today we do have some problems that we <br />do need to look at, when you are looking at trying to find money <br />1 <br />
