CITY OF LOUISVILLE NOVEMBER 18, 1990 ---SPECIAL COUNCIL MEETING The City Council of the City of Louisville met in Special Session in the Council Chambers, 749 Main Street, Louisville, Colorado. Mayor Fauson called the meeting to order at 1:00 p.m. and the following persons were present: Councilmembers: John Sackett, Tom Davidson Marie Szymanski Kevin Howard, Randy Carnival Staff Present: Annette Brand, City Administrator John Franklin, Dir. of Comm. Dev. Sharon Asti-Caranci, Dir. of Finance Tom Phare, Dir. of Public Works Nelda Mohr, Dir. of Library Rod Leesman, Dir. of Public Safety Steve Baysinger, Dir. of Parks & Recreation Also Present: Donna Cummings, City Clerk ITEM A: ZERO BASE BUDGETING Brand: Was concerned because of the two articles that were in the Louisville Times about zero base budgeting, and the fact that we are not really doing zero base budgeting. In the future I will ask Council what kind of budget process they would like to have. There is a lack of understanding about what zero base budgeting is. What is lacking in this budget process is the fact that the Council has not set goals. Several of the Council members had expressed a concern about this. With zero base budgeting we do not go down the budget page by page looking at every item. The justification for requests are on the decision packages. Davidson: The City Administrator came to the Council about 5 sessions ago and said there would not be time to do a complete zero base budget and asked the Council if it would be okay to do a modified zero base budget, at which time the Council did agree to that. Council expressed its desire for a modified zero base budget, that you agreed to supply and we don't have. Margaret Hornbostel was present at this time. Hornbostel: I think that today we do have some problems that we do need to look at, when you are looking at trying to find money 1
