L Cityqj Louisville COLORADO - SINCE 1878 CITY COUNCIL COMMUNICATION AGENDA ITEM 5D SUBJECT: DATE: PRESENTED BY: RESOLUTION NO. 10, SERIES 2015 — A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH BOULDER VALLEY SCHOOL DISTRICT CONCERNING A LOCAL PARKS AND OUTDOOR RECREATION GRANT FROM THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND - APPROVE INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN THE CITY OF LOUISVILLE AND THE BOULDER VALLEY SCHOOL DISTRICT - APPROVE GRANT AGREEMENT BETWEEN THE CITY OF LOUISVILLE AND STATE BOARD OF THE GREAT OUTDOORS COLORADO MARCH 3, 2015 JOE STEVENS, PARKS AND RECREATION DEPARTMENT SUMMARY: On August 5, 2014, City Council approved and the City submitted a grant request to GOCO on behalf of Louisville Elementary School to assist with the creation of a community -based play area at Louisville Elementary. On November 14, 2014, GOCO awarded a $45,000 mini -grant to the City for the elementary school's playground project. In order to accept the grant, the City must: • Adopt a Resolution accepting the GOCO grant (completed). • Approve the accompanying IGA between the City and BVSD. • Execute the accompanying grant agreement between GOCO and the City to satisfy GOCO grant requirements for this project. FISCAL IMPACT: The grant application requires the City of Louisville to provide in -kind contributions toward this project including coordinating work through the Boulder County Youth Corp valued at $2,310. In addition, City staff has spent time reviewing the grant application, will administer and is ultimately accountable for the GOCO grant. City staff estimates they will collectively spend approximately 180 hours on this project. RECOMMENDATION: Staff recommends City Council approve the IGA between the City and BVSD, and execute an agreement between GOCO and the City to satisfy GOCO grant requirements.
