Revitalization Commission <br />Minutes <br />February 9, 2015 <br />Page 3 of 4 <br />Justin McClure of RMCS said they will be taking time lapse photography, willing <br />to share if City would like. <br />A question was asked on what is happening with the BOOM LLC site — Justin <br />McClure said they are close to submitting a development application. <br />b. Walk through of Highway 42 Transportation Plan <br />Planning and Building Safety Director Troy Russ gave a presentation the <br />Highway 42 Transportation Plan saying the object is to provide livable <br />transportation solutions. <br />The Hwy 42 plan is all about choice and encompassing: <br />• Safety <br />• Mobility <br />• Access <br />Hwy 42 cannot be widened ; there are financial constraints, open space and <br />neighborhoods. The plan seeks to balance mobility and pedestrian safety. The <br />City is working with CDOT to assure money set aside is there. CDOT is <br />watching the project and wants to spend grant funds previously awarded to <br />Louisville. <br />The Plan will limit access as a safety and efficiency feature, closing driveways <br />where possible. <br />The County Road bridge rebuild will help alleviate current congestion at Hwy 42 <br />and Pine Street. <br />The speed and volume of Hwy 42 creates unsafe conditions for people pulling <br />out of driveways. <br />The roundabout at Lock Street will create a safer environment should an accident <br />occur. The roundabout does complicate snow removal but still a safer <br />environment and less maintenance. <br />Maintenance of the medians will be done by the State as long as they are <br />painted and not curbed. Desire is to have raised medians so Public Works may <br />maintain the left turn lanes. Overall, maintenance is a regional issue. <br />Commissioners would like travelers to know they are in Louisville when they <br />come through Hwy 42. The redesign of Hwy 42 will help in defining Louisville's <br />eastern boundary. <br />4 <br />
