In addition, the Task <br />Force proposed changes to simplify the non - residential sewer rate structure, which is <br />already volume based. A volume based rate structure allows customers to be billed <br />more equitably for their contribution to wastewater treatment costs. The new sewer rate <br />structure provides for a fixed Billing Charge, a fixed Readiness to Serve Charge, and a <br />volume charge per 1,000 gallons. The volume charge is based on the average winter <br />consumption (AWC) of water for each account (the average of a customer's usage for <br />December, January, and February of each year). On March 18, 2014 Council approved <br />implementing this rate structure in May 2015 based on AWC readings this winter. Staff <br />notified customers through City mailings in the 4th Quarter of 2014 that the new sewer <br />rate structure would be being implemented in May. Table 7 shows the average winter <br />consumption (AWC) for water usage and the impact of this approach on bills for <br />residential customers. <br />CITY COUNCIL COMMUNICATION <br />6 <br />
