City Council <br />Meeting Minutes <br />March 17, 2015 <br />Page 11 of 31 <br />Walt Oehlkers, 665 Juniper Court, Louisville, CO noted he has been a part of the Senior <br />Board and their Basic Needs Committee. Senior housing was determined to be a <br />definite need and was added to the Comprehensive Plan. Senior housing needs to <br />include zero steps and wider doorways, which also works for individuals with disabilities. <br />He noted some of the present housing does not provide those needs. <br />Debbie Fahey, 1118 W. Enclave Circle, Louisville, CO was in favor of building low <br />income and senior housing. She felt the biggest question was the appearance of <br />subsidizing the artist housing and suggested it should be separate from the affordable <br />housing. She had a problem with giving assistance to building Kaylix Street since its <br />construction had not been decided yet. <br />COUNCIL COMMENTS <br />Mayor Muckle felt staff had done a very good job of addressing Council's concerns. He <br />agreed affordable housing is desirable. It is a major investment, but the significance <br />cannot be underestimated. He noted the City has always had a great partnership with <br />the County. The affordable housing project will cost the community initially, but there is <br />a positive impact in the long run. The City is being asked to provide .05 per cent as <br />support for the project, the majority of which is fee waivers and not actual cash. The <br />actual cash portion is in 2018 when the City's budget will be able to tolerate the <br />contribution. There is also a potential to speed up the process for the underpass at <br />Highway 42 and to continue the trail system. The project will cost the City money, but it <br />has great value.. He explained the City cannot subdivide the property because it is not in <br />the City and must first be annexed to Louisville. He looked forward to the unique <br />community Boulder County will build. <br />Council member Stolzmann felt the applicant demonstrated the annexation and zoning <br />criteria has been met. She voiced her appreciation to staff for incorporating all the <br />Council comments into the annexation agreement. Her concem centered on the <br />annexation agreement for affordable housing and higher limits for senior housing. She <br />noted those concems were addressed.. She explained item 12 addressed working <br />together with Boulder County for 60 days to come to an agreement on the financial <br />assistance. She felt it would be more beneficial to be more aggressive on items 9 -11. <br />Item 10 calls for 50% of the traffic signal being paid for by the applicant. She suggested <br />100% of the traffic signal be paid by the applicant and the assistance package reflect <br />the City will pay 50% and take credit for the payment. She addressed the trail extension <br />and the underpass and suggested instead of stopping the trail at the underpass the <br />applicant and the City pay for the underpass as a local match. On item 9 she did not <br />believe in piping ditches unless it is absolutely necessary as it takes away from the <br />character of the community <br />Council member Loo requested clarification on page 268 (b) of the Preference Policy, <br />where first preference is given to flood disaster victims. She noted BCHA is getting $8 <br />
