City Council <br />Meeting Minutes <br />March 17, 2015 <br />Page 3 of 31 <br />Street and focus on Via Apple since. it is in sad .shape. Public Works Director Kowar <br />agreed. <br />Council member Keany asked about the Main Street pavers being leveled and the <br />safety concerns. Public Works Director Kowar Said the project was broken into three <br />components and if Council wishes, the paver leveling could be done. <br />Council member Stolzmann suggested bringing back the Main Street re- surfacing as a <br />discussion item. Council member Loo and Mayor Muckle agreed. City Manager <br />Fleming will schedule it as a discussion item at the net meeting.. <br />City Manager Fleming noted Coal Creek Trail is not quite done but the portions <br />completed look good. <br />Deputy City Manager reported on the regional collaboration for funding with Boulder <br />County and other Boulder County communities. Community Development Block Grant <br />Disaster Recovery (CDBGDR) funds go directly to the State and then Louisville applied <br />to funding for the County Road Bridge.. For this second round of funding, the Boulder <br />County communities want Longmont to apply for an allocation and the other <br />municipalities apply to Longmont for sub allocation. It will be significant to directly apply <br />to Longmont and makes for great partnership. The unmet needs will be determined by <br />the members of this collaboration and will make sense with more direct involvement by <br />the communities in Boulder County directly affected by the flood. <br />Fleming thanked staff for all their efforts in flood recovery. <br />REGULAR BUSINESS <br />RESOLUTION No. 15 , SERIES 2015= A RESOLUTION SETTING CERTAIN <br />WATER, WASTEWATER, STORMWATER AND OTHER FEES, RATES, AND <br />CHARGES FOR THE CITY OF LOUISVILLE, COLORADO <br />Mayor Muckle requested a staff presentation. <br />Public Works Director Kowar stated in 2013 a Utility Rate Study was conducted and a <br />Utility Rate Task Force was formed. With results from the Study, the Task Force <br />recommended a multi -year plan for rate increases to provide the revenue needed to <br />ensure a safe and reliable .utility system that meets current State and Federal regulatory <br />requirements. <br />He explained the 2013, 2014, 2015 Impacts <br />• Increase in project construction costs <br />• Better loan interest rate and issuance costs <br />
