b. Termination. Participating Governments may withdraw from this Agreement in the <br />following circumstances: <br />1. If a Participating Government has received its anticipated funding and completed its <br />obligations under this Agreement, the Participating Government may voluntarily <br />withdraw upon 30 days written notice to the Lead Agency. The Participating <br />Government will be required to complete its responsibilities under Section V. of this <br />Agreement before being released from this Agreement. <br />2. If a Participating Government objects to the manner in which the Collaborative is <br />administering this Agreement, the Participating Government shall first notify the <br />Collaborative of its objection and seek to resolve its differences with the <br />Collaborative. If the Participating Government is unable to resolve its differences <br />with the Collaborative, the Participating Government may withdraw from this <br />Agreement upon 30 days written notice to the Lead Agency. After withdrawal, the <br />Participating Government shall continue to be bound by the provisions of Section V. <br />concerning reporting obligations to the Lead Agency and Disallowed Expenditures. <br />This Agreement shall continue as to all remaining Collaborative members if a <br />Participating Government withdraws. <br />3. This Agreement will terminate if a majority of the members of the Collaborative vote <br />to terminate. In such event the Agreement shall remain in effect until the CDBG -DR <br />funds from each of the contracted Funding Rounds are expended on eligible <br />activities. <br />c. Termination Notices. Notices of termination or non - renewal, if any, shall be sent to the <br />Lead Agency. Notices to the Participating Governments shall be sent to the addresses above in <br />Section II.a. Notices to the Lead Agency shall be sent to: Housing and Community Investment <br />Manager, City of Longmont, 350 Kimbark Street, Longmont CO 80501. <br />III. FUNDING <br />a. Allocating CDBG -DR Program Funding. The Committee will develop a Partial Action <br />Plan for submission to the State, including obtaining public comment. Except as provided in <br />Section IV of this Agreement, after review and approval of the Partial Action Plan by the State, <br />the Committee will determine the specific allocation of funds for specific Housing Assistance <br />and Infrastructure projects of the Participating Governments and rank such projects from first <br />priority to last priority. In developing the Partial Action Plan and determining the specific <br />allocations to the Collaborative members, the Committee shall focus on the following items: <br />Percentage of Damage, Unmet Need and Guiding Principles as described in more detail below. <br />Special rules for allocation of Housing Development funds are provided in paragraph c, below. <br />b. Housing Assistance Programs. Boulder County will administer Housing Assistance <br />Programs providing individual assistance to households impacted by the flood for all the Boulder <br />County communities, except Longmont.
