Commission reviewed this request and recommends <br />approval. <br />Mayor Fauson called for any public comments either <br />in favor of or in opposition to this Ordinance. <br />None. <br />Mayor Fauson closed the public hearing and called <br />for a motion. <br />Ferrera moved and Mayor Fauson seconded to adopt <br />Ordinance #980, Series 1989. By Roll Call Vote, <br />Ordinance #980, series 1989 was approved 7-0. <br />ORDINANCE #981, SERIES 1989 - SALES/USE TAX - 2ND READING - <br />PUBLIC HEARING Read by title only, Ordinance #981, Series 1989, <br />"An Ordinance of the City of Louisville, Colorado, <br />providing for the imposition of 3.00% City Sales <br />Tax on the sale of tangible personal property at <br />retail or the furnishing of services; creating a <br />Capital Improvement Fund to be funded with one- <br />third of the revenues generated by the 3.00% sales <br />tax; providing for the imposition of 3.00% City <br />Use Tax for the privilege of using or consuming <br />commercial construction and building materials, <br />and storing, using, or consuming any motor and <br />other vehicles; providing for the repeal of <br />inconsistent ordinances; and providing for the <br />submission of this Ordinance for approval at a <br />Special Municipal Election of the City on March <br />21, 1989.~~ Proof of publication and notice of <br />public hearing were established. <br />Mayor Fauson opened the public hearing. <br />Stahl stated that in August of 1988, Council <br />authorized staff to expend $30,000 to conduct <br />various studies regarding the financial <br />feasibility and priority of several projects <br />that the City has looked at over a period of years <br />which include a recreation center, improvements to <br />the downtown, completion of South Boulder Road and <br />the expansion or relocation of the Library. This <br />study included site analysis for the rec center <br />and the financial feasibility of its construction, <br />preliminary design of the downtown storm drainage <br />requirements that would be associated with any <br />type of renovation of the downtown area, and site <br />and financial analysis of the relocating or <br />expanding the existing Library, and the <br />improvement of that section of South Boulder Road <br />from Highway 42 east to the Louisville City limits. <br />The findings of these various studies have been <br />
