Tax — Incorporates the definition <br />changes to this section in order to better identify items that are exempt from the <br />current sales tax. <br />• Section 3.20.402 Sales /Use Tax License - Requires all businesses, regardless of <br />whether or not goods and services are sold, to obtain a sales and use tax <br />license. <br />COUNCIL COMMENTS <br />Mayor Sisk inquired about the application process. Finance Director Watson explained <br />applications will be available at City Hall and also online. <br />City Attorney Light explained, if Council so desired, the second publication notice of the <br />ordinance could be posted on the City's Web Page and at the Library, in order to reduce <br />the cost of publishing the notice in the newspaper. There was Council consensus. <br />Mayor Sisk requested public comments and hearing none, closed the public hearing. <br />® MOTION: Mayor Pro Tem Marsella moved to approve Ordinance No. 1585, Series <br />2010, an Emergency Ordinance, with the second reading amendments and full <br />publication of the ordinance on the City's web page and posted in full at the Louisville <br />Public Library. Councilor Muckle seconded the motion. Roll call vote was taken. The <br />motion carried by a vote of 7 -0. <br />APPROVE SOLAR POWER EQUIPMENT LEASE <br />Mayor Sisk requested a City Attorney introduction. <br />City Attomey Light read Ordinance No. 1584, Series 2010 and reviewed Resolution No. <br />75, Series 2010 and Resolution No. 76, Series 2010. <br />Mayor Sisk opened the public hearing and requested a Staff presentation on all three <br />agenda items. <br />Public Works Director Phare reviewed the agreements for solar Photovoltaic (PV) power <br />generation at the City's utilities plants. The three agreements include (1) the design, <br />procurement and installation of solar power equipment; (2) a progress funding <br />agreement, to provide for construction financing; and (3) the equipment lease. In order <br />for solar power projects to be reasonably competitive with grid power costs, a number of <br />incentives have been made available. Louisville's solar power projects would be eligible <br />for a total rebate of approximately $600,000 from Xcel for installing renewable energy <br />generating capacity, and for renewable energy credits (REC) averaging approximately <br />
