City Council <br />Special Meeting Minutes <br />January 10, 2012 <br />Page 3of9 <br />Threats: 1) Oversupply of commercial and retail buildings in the Denver Metro <br />Area; 2) Uncertainty of FasTracks funding; 3) If Parks and Open Space Tax fails, <br />over $1 M maintenance cost would have to be shifted to General Fund; 4) Aging <br />facilities and equipment requiring potentially large capital outlays outpacing City's <br />financial capability to maintain everything; 5) Reduced state and federal budgets <br />and growing dependence on local governments for services; 6) More service - <br />oriented economy & expanding Internet sales; current tax structure taxes goods <br />and not services nor Internet sales; result in declining revenue 7) Expanding <br />wants /needs outstripping resources and capacity to deliver services; 8) <br />Increasing health care costs; uncertainty of Federal Affordable Care Act <br />implementation; 9) Potential long -term General Fund structural deficit and 10) <br />Popularity of downtown events and activities adversely affecting surrounding <br />neighborhoods. <br />The Council was asked by the facilitator to list what they feel are the City's <br />Strengths, Weaknesses, Opportunities and Threats. <br />STRENGTHS <br />Mayor Muckle listed the City's water supply /storage, historic preservation, and <br />safe neighborhoods. <br />Councilor Keany identified Parks and Open Space. <br />Councilor Loo listed the intelligent and thoughtful Boards and Commissions. <br />Councilor Yarnell identified engaged citizenry <br />Councilor Sackett identified the City of Louisville is ideally located close to the <br />University of Colorado, the Airport, and the mountains. <br />WEAKNESSES <br />Mayor Muckle listed snow removal. <br />Councilor Loo listed snow removal of pedestrian walkways, lack of bus shelters <br />and public and private infrastructure in disrepair. <br />Councilor Keany asked City Manager Fleming to address the City's employee <br />compensation. City Manager Fleming stated the City tries to stay competitive in <br />the compensation market to retain employees. <br />OPPORTUNITIES <br />
