L cityof <br />Louisville <br />COLORADO • SINCE 1878 <br />April 2, 2015 <br />IDepartment of Public Works <br />Scott Robinson <br />City of Louisville Planning Department <br />749 Main St. <br />Louisville, Colorado 80027 <br />Subject: 611 Front St. — Parking Lot Expansion <br />Floodplain Development Permit Application <br />Dear Scott, <br />On behalf of the City of Louisville, I have reviewed the existing FEMA floodplain mapping for the <br />site to determine the effect of the construction of the approximate 0.26 acre parking lot. <br />The existing site is located in the SE 1/4 of the Section 8, Township 1 South, Range 69 West of the 6`h <br />Principal Meridian, City of Louisville, Colorado. More specifically, the existing site is located on Lot <br />5 and 6 Block 4, City of Louisville at 611 Front St. The site is bound on the west by a paved alley, on <br />the south by Elm St., on the north by businesses, and on the east by Front St. The existing site is <br />covered by an existing building and existing auxiliary wood huts used for retail sales. Gravel exists <br />between the buildings. The percent impervious of the existing site is 76 %. <br />The proposed development of the site will consist of the demolition of all buildings and services and <br />the construction of approximately 0.24 acres of parking lot and 0.02 acres of landscape planter. The <br />percent impervious of the proposed site is 91 %. The new asphalt area will be graded to drain similar <br />to the existing ground. <br />Per the attached portion of the FEMA Flood Insurance Rate Map (Map Number 08013C05820J, <br />Panel 0582J), the project site is located within Zone AH of the Special flood Hazard Area of the 100 - <br />year floodplain for Coal Creek. Zone AH is defined as an area of the 100 year floodplain that has <br />flood depths of 1 to 3 feet and that Base Flood Elevations have been determined. Per the FEMA <br />mapping, the site does not lie within the 100 year floodway. <br />The 100 -year Base Flood Elevation for the site as noted on the FIRM map is 5333. The average <br />existing elevation of the site is 5332. <br />In my engineering judgment, since the proposed work does not include any buildings and the parking <br />lot drainage will be channeled to an adjacent inlet similar to the existing condition, the proposed <br />work will not adversely affect the water surface elevation of the base flood in this area. <br />749 Main Street, Louisville, Colorado 80027 • P - (303) 335 -4608 • F - (303) 335 -4550 • www.louisvilleco.gov <br />
