Building Code Board of Appeals <br />Meeting Minutes <br />January 15, 2015 <br />Page 3 of 4 <br /> <br />Berry asked if the board can help staff by reviewing other jurisdictions handouts, <br />along with our, and make suggestions oh what they feel will make the handouts read <br />better. Staff replied it will help staff out greatly. <br />There was a discussion as to when the City requires a soils report and drainage plan. <br />Swanson asked the board help him by looking to see what other jurisdictions are <br />doing and to give him ideas of what works best. <br />Tew suggested the alternant February 19, 2015 meeting date be used for these <br />findings. Van Pelt added this meeting would be good to review the handouts which <br />staff is working on. <br />Geise moved the meeting date be added and Tew seconded. The motion was <br />passed by all members present. <br />Berry stated the hardest part of calculation the fees is the impact fee. Garland added <br />this was another handout which was being worked on. It will have a table which will <br />show the monies due in adding bedrooms. Geise asked if the impact fees include <br />bedrooms in the basement. Staff replied they would be required. Geise asked where <br />these fees go. Staff will present this at a future meeting. <br />Geise asked about the fees for minor permits. Garland explained there is a set fee of <br />$82 for minor permits which only require one or two inspections, plus the use tax. <br />For minor electrical, mechanical or plumbing permits the use tax will not be charged <br />at the time of permit if the company has a Sales/Use Tax License with the tax office. <br />The company files taxes with the tax office throughout the year. Other differences in <br />the fees for larger permits are based on what they are doing (example adding a <br />bedroom and removing an existing bedroom as opposed to just adding a bedroom) <br />plus the difference in valuations. <br />Projects for 2015 Building Code Board of Appeals <br />Staff explained part of the 2012 Comprehensive plan, it states “Policy E-3.3: Strive to <br />remain current with the following model building codes from the international Code <br />Council: International Energy Conservation Code, International Green Construction <br />Code.”. Staff has purchased the significant changes to the 2015 ICC codes. Staff <br />has asked the board to review these books and bring back notes and their thoughts <br />on the possibility of adopting the 2015 codes. Geise stated he felt it might be too <br />soon to adopt the 2015 codes since the City just adopted the 2012 codes in March of <br />2014. The board will present their findings the staff at the March 19, 2015 meeting. <br />Goals and projects for 2015 Building Safety Division Staff <br />Garland updated the board on the new permitting software. The City has selected <br />Tyler to implement the ERP. The contract will go before City Council for their <br />approval and once the contract is signed, Tyler will come out and do a kick off <br />meeting. Finance will be the first department to start the implementation of the new <br />software. The Department of Planning and Building Safety will following and the <br />process should take a minimum of a year. <br />UPDATE <br />None heard. <br />STAFF COMMENTS
