City„ <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 7A <br />SUBJECT: <br />HISTORIC PRESERVATION MASTER PLAN — REVIEW AND <br />ENDORSEMENT OF GOALS AND OBJECTIVES <br />DATE: MAY 26, 2015 <br />PRESENTED BY: LAUREN TRICE, PLANNING AND BUILDING SAFETY <br />MARY THERESE ANSTEY, HISTORYMATTERS, LLC <br />SUMMARY: <br />Over the past several months staff, along with the Historic Preservation Commission <br />(HPC), has been working on a Preservation Master Plan for Louisville's historic <br />preservation program. Louisville has a unique voluntary preservation program <br />supported by a dedicated sales tax that has resulted in over 20 landmarks. However, <br />the City has never had an adopted preservation master plan to guide the program. The <br />2013 Comprehensive Plan update called for the creation of such a plan to define the <br />goals of the preservation program and map out how to achieve them. The study area <br />for the project extends beyond Old Town and Downtown Louisville to the city limits. The <br />process of developing the plan involves engaging the community in a discussion of <br />issues facing the historic preservation program including but not limited to: Louisville's <br />period of significance, current historic preservation processes, preservation strategies to <br />streamline the review process, future incentive programs, and outreach to residents. <br />Planning Staff is working with consultant, HistoryMatters, LLC, for an external review of <br />the existing program and guidance on best practices to produce the plan. <br />This planning effort is divided into four phases: vision, evaluation, goals, and <br />implementation. When complete, the plan will identify action items and an <br />implementation timeline to achieve the preservation goals for the future of the <br />preservation program. The following is the Vision and Purpose endorsed by HPC and <br />City Council: <br />Vision: <br />The citizens of Louisville retain connections to our past by fostering its stewardship and <br />preserving significant historic places. The preservation will reflect the authenticity of <br />Louisville's small town character, its history, and its sense of place, all of which makes <br />our community a desirable place to call home and conduct business. <br />Purpose: <br />The purpose of the Plan is to outline Louisville's city -wide voluntary historic preservation <br />program for the next 20 years. <br />We are now at the culmination of the Goals phase of the project, and staff is seeking <br />City Council endorsement of the project's goals and objectives.
