Ferrera moved and Mayor Fauson seconded to award <br />the bid for the South Boulder Road project to <br />Concrete Works of Colorado at their low bid for <br />Proposal A including Alternates 1 and 3 in the <br />amount of $570,368.90 with the contingency of <br />acquisition of necessary rights-of-way and <br />resolution of utility relocation schedules as they <br />relate to the project. Sackett stated that staff <br />is also seeking approval of condemnation action if <br />so required to obtain necessary easements and <br />asked that this in addition to having staff <br />satisfied with reference checks of Concrete Works <br />of Colorado be offered as an amendment to the <br />motion. Both Ferrera and Mayor Fauson agreed to <br />Sackett's recommended amendment to the motion. By <br />Roll Call Vote, the motion as amended passed 4-0. <br />AUTHORIZATION TO PURCHASE 13 WATER SHARES OF MARSHALL LAKE <br />STOCK Stahl detailed the contract for purchase of 13.0 <br />shares of Marshall Lake stock from John F. Orr and <br />Frederick J. Orr. The purchase price is $112,000 <br />to be paid at closing and would require a Budget <br />Amendment as these dollars were not identified in <br />the 1989 Budget. The proposed carry-over was <br />identified as $299,488 when the 1989 Budget was <br />approved. However, due to current building <br />activity, costs of projects and the 1988 carry- <br />over, there is now available in excess of $925,255 <br />making it possible for this purchase of Marshall <br />Lake stock. <br />Stahl stated that there are very few large blocks <br />of Marshall Lake stock available that are on the <br />market. This purchase would bring the City's <br />total ownership of Marshall stock to 295.234 <br />shares of Marshall Lake or 21.1$. This is a key <br />facility in the City's raw water supply system. <br />This Council during the last 18 months has <br />acquired approximately $1.2 million in water of <br />which over 95~ is quality rights in Howard, McGinn <br />and Marshall water. Those shares would yield 950 <br />acre feet of water and would translate into 1,200 <br />houses and would generate just over $6 million in <br />water tap fees. <br />Ferrera moved and Carnival seconded to approve the <br />purchase of 13.0 water shares of Marshall Lake <br />from Mr. and Mrs. Orr and approve amendment of the <br />1989 Budget in order to pay the purchase price of <br />$112,000 at the time of closing. Motion passed <br />4-0. <br />4 <br />
