By Roll Call Vote, the <br />motion passed 6-0. <br />CHANGE MEETING DATE - 1ST COUNCIL MEETING <br />IN NOVEMBER The Regular Municipal Election is being conducted on <br />November 7th -- the same date of Council's regular <br />meeting. Staff recommends Council moving the date <br />of that meeting to Wednesday, November 8th. <br />Mayor Fauson moved and Carnival seconded to <br />reschedule the November 7th meeting to November 8th. <br />Motion carried. <br />DISCUSSION ONLY - COMMUNITY <br />SURVEY Stahl explained that over the last decade, several <br />Councils as well as several community groups have <br />met to discuss goals and objectives for the City. <br />Most recently, the Futures Conference outlined four <br />goals and areas that they felt the City should be <br />addressing in the upcoming years. Schools, economic <br />development, recreation and downtown improvements <br />were identified. Currently, a new elementary school <br />is under construction in Louisville, a recreation <br />center is under construction, as well as downtown <br />improvements slated for 1990. The economic <br />development in Louisville is making significant <br />strides in bringing new jobs to Louisville as well <br />as retaining the existing employment base. As a <br />follow-up to the United Way Needs Assessment Survey, <br />staff is recommending that in order to define <br />further the goals and objectives of the citizens of <br />Louisville, a survey be conducted and the results <br />available to Council by 1990 so that a set of goals <br />can be identified and a course of achieving them be <br />set. <br />In order to achieve this, staff is proposing to <br />develop a citizen survey and involve various <br />representatives from the Council, Planning <br />Commission and citizens at-large. The survey would <br />ask the residents to respond to their needs with <br />regard to existing City services, capital <br />improvement needs and their thoughts on regional <br />issues (the airport and access to the airport, the <br />degree of emphasis on economic development, <br />transportation, etc.). People from the Public <br />Administration Department C.U. would also be <br />involved in developing a survey to have results <br />available by mid-December to develop a program in <br />early 1990 to set goals and develop a strategy.
