City Council <br />Meeting Minutes <br />May 26, 2015 <br />Page 7 of 12 <br />Council member Leh inquired whether this step corresponds with what happens in any <br />survey done for the purpose of historic preservation. Dr. Anstey confirmed the identify <br />part of the process, is it important, why and significance if it is physically intact enough <br />to be part of the process. Council member Leh felt the objective 2.2 should stay the <br />same and didn't feel it encouraged survey activity. <br />Planner I Trice explained doing a survey is a requirement of a certified local government <br />program which is what the HPC is a part of and there are grants available to do survey <br />work, so it does not necessarily have to take City resources. <br />Council member Lipton stated he agreed with the intent of what Mayor Pro Tem Dalton <br />was trying to do. He suggested Council may want to implement some boundaries to not <br />get into an expansive program. Mayor Muckle suggested that conversation could take <br />place at a later date in the process. <br />Council member Loo addressed the City of Boulder's plan and expressed her concern <br />Louisville's program remain a voluntary process. The consultant stated the public who <br />attended the workshop also requested the City's program remain voluntary. She noted <br />Boulder's program has never been voluntary. Louisville's plan has been for it to remain <br />voluntary. <br />Council member Leh inquired why the word "voluntary" did not appear in the main Goal <br />#2 only in Objective 2.3. He suggested it should be added in the title Goal. <br />GOAL #3 — Pursue increasingly effective, efficient, user - friendly, and voluntary based <br />preservation practices <br />Objective 3.1 - Improve existing preservation operations <br />Objective 3.2 - Clarify roles and responsibilities within preservation processes <br />Objective 3.3 - Enhance efficacy of Historic Preservation Commission and Staff <br />COUNCIL COMMENTS <br />Council member Loo addressed Objective 3.3, felt it was nebulous, and requested <br />adding some provision for customer service. Planning and Building Safety Director Russ <br />agreed, and explained there should be professionalism with staff and the HPC. He <br />asked for Council to react to the difference they see between professionalism <br />capabilities versus customer service. <br />Mayor Muckle noted Council was probably seeing a customer service component to 3.3 <br />and Director Russ was noting it contained skill, knowledge base and professionalism. <br />Council member Loo inquired if it is a matter of qualifications for serving on the HPC <br />Board. Planning and Building Safety Director Russ felt it might be a matter of training <br />volunteers rather than requirements to serve on a Board. <br />
