City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 31 of 34 <br />ORDINANCE No. 1692, SERIES 2015 — AN ORDINANCE FOR THE REGULATION <br />OF TRAFFIC BY THE CITY OF LOUISVILLE, COLORADO; AMENDING CERTAIN <br />SECTIONS OF THE LOUISVILLE MUNICIPAL CODE CONCERNING FLASHING <br />YELLOW SIGNALS AND DRIVING THROUGH PRIVATE PROPERTY — 2nd Reading <br />— Public Hearing <br />Mayor Muckle requested a City Attomey introduction. <br />City Attorney Light introduced Ordinance No. 1692, Series 2015. <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Public Works Director Kowar explained the ordinance includes the following two <br />provisions to amend the City's Traffic Code: <br />Driving Through Private Property or Driveways: Amends Section 10.04.020 to make <br />driving across private property from a public street to another public way unlawful by <br />prohibiting drivers to cut across private property or driveways in order to avoid a traffic <br />signal or stop sign in an effort to save time or avoid traffic. It also protects public health <br />and safety. <br />Flashing Yellow Light: To amend Section 10.04.020 to regulate flashing yellow arrow <br />traffic signals. The Federal Highway administration issued a memorandum approval for <br />the optional use of the flashing yellow arrow as a means of signaling permissive left <br />turns. The flashing yellow arrow traffic signal indication was incorporated into the 2009 <br />Edition of the Manual on Uniform Traffic Control Devices for Streets and Highways. The <br />flashing yellow arrow is the prescribed national standard traffic signal indication to be <br />used where permissive turns are allowed from dedicated turn lanes. This new flashing <br />yellow arrow will be used at new traffic signals including the installation planned for the <br />Dillon Rd. and St. Andrews Lane intersection. <br />Staff recommendation: Staff recommended adding these prohibitions to the City's <br />Model Traffic Code. <br />COUNCIL COMMENT <br />Council member Stolzmann appreciated the regulation for not driving across private <br />property and felt it would make some folks situations much better. She doesn't <br />personally like the flashing left yellow signal. She finds it a confusing traffic signal and <br />did not support adding it to the City's code. <br />Mayor Muckle also expressed confusion over the flashing yellow signal. Public Works <br />Kowar noted this has become the national standard. <br />
