City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 8 of 34 <br />Trip Generation - Staff anticipates approximately 6,150 vehicle trips would be generated <br />daily from DELO, DELO Plaza, and Miners' Field. Approximately 460 trips would be <br />generated in the moming peak hour and 500 trips in the evening rush hour. Trip <br />Distribution — Staff used the distribution assumptions from both the DELO and DELO <br />Plaza traffic studies: These distribution assumptions, shown below were generated from <br />select Zink studies of the DRCOG regional traffic model. Staff then generated <br />assumptions of how the Lee Avenue Extension would further influence the distribution <br />of generated trips. <br />Trip Assignment — Staff anticipates approximately 850 vehicles a day will use the Lee <br />Avenue Extension with approximately 65 vehicles during the morning and evening peak <br />hours. This equates to approximately 1 vehicle per minute on Lee Avenue during the <br />peak periods. The proposed intersection would operate at a similar acceptable level of <br />service to the current Jefferson Avenue and Pine Street intersections in Old Town. <br />Alternative Considered — Staff did an analysis of extending the dedicated southbound <br />right tum lane from Hwy 42 to Pine Street as an alternative to the Lee Avenue <br />Extension. Impacts of extending the southbound right turn lane north from Pine Street to <br />the South Street intersection were examined. Staff kept the centerline of Hwy 42 in its <br />current location and added half of the needed northbound left tum lane from Hwy 42 to <br />South Street, a southbound bike lane on Highway 42, the requested extended <br />southbound right tum lane, a sidewalk, and a 3 -foot retaining wall as Hwy 42 is 3 feet <br />higher than Miners' Field. The illustration demonstrates extending the Hwy 42 <br />southbound right turn lane to Pine Street north would have significant impacts on the <br />Miners' Field. This alternative was not recommended by staff during the 42 Gateway <br />Study because it did not improve traffic operations over what was proposed for the Pine <br />Street intersection. The 95th percentile queue in the 2035 model for the southbound <br />right turn lane from Hwy 42 to Pine Street does not justify the extension. <br />The impact of the Lee Avenue extension would be equal to traffic impact on downtown <br />streets. <br />Mayor Muckle called for Council questions and comments. <br />COUNCIL COMMENT <br />Council member Leh asked how many cars would use Lee Avenue during peak hours. <br />It was confirmed one per minute. The Highway 42 Revitalization Framework Area Plan <br />states Little Italy and Miner's Field not be affected by zoning changes and remain <br />Residential /Medium Density. It appears the Gateway Project shows the 3 lane plan and <br />its superiority are a consideration of the Little Italy /Miner's Field neighborhood. <br />Planning and Building Safety Director Russ noted the study specifically addressed the <br />zoning and the neighborhood impact. <br />
