Revitalization Commission <br />Minutes <br />May 11,2015 <br />Page 2of3 <br />Reports of Commission <br />Menaker noted that City Council looked favorably on the DELO Plaza project on May 5th <br />Staff will be preparing a resolution of acceptance. <br />Council approved a contract with BNSF for the construction of the underpass. There <br />has not been a schedule for construction provided by the railroad. <br />Business Matters of Commission <br />a. DELO Update <br />Justin McClure of RMCS noted the Comcast agreements are being finalized for <br />the land to accommodate Nawatny Greenway. <br />Elevations of the north and south portions of the development were provided in <br />the packet as requested by commissioner Tofte at the April meeting. <br />Cannon Street right of way has been dedicated to the City from Tebo. <br />Construction documents have been submitted, and DELO is awaiting comments <br />from the Planning Department. Stormwater plans have been approved, and <br />some of that work will begin soon. <br />b. Urban Renewal Legislation Update <br />Deputy City Manager Heather Balser noted HB 1348 was approved by both the <br />House and Senate and now must be signed by the Governor. City Attorney Light <br />and Balser walked through several key amendments. Entities must negotiate an <br />agreement with other taxing bodies. If no agreement is reached within 120 days, <br />then a mediation process is required. <br />Additional members are required if changes to existing plans or new plans are <br />approved after 1.1.2016. A new plan, or modification of a plan triggers the <br />additional member requirement. Three new members are required; County rep, <br />School District rep, and a special district rep. <br />These new rules apply if changes to a plan are made after 1/1/2016. The <br />legislation is unclear as to what constitutes a change to an existing plan that <br />necessitates the new rules. We do not know whether this applies to Louisville's <br />district because approved projects are defined as those that alleviate blight. <br />c. List of potential Urban Renewal projects <br />DeJong described the list of projects provided in the packet. <br />Pine Street Plaza was left off the list, and there are public infrastructure <br />improvements that may be needed to facilitate a redevelopment. <br />Commissioners asked staff to encourage property owners to submit applications <br />if they are considering redevelopments of their property. <br />Quiet Zone funding was asked to be included. Funding for quiet zones are <br />included in the current City 5 -year CIP budget. <br />3 <br />
