Posted in City Hall, Public Library, <br />Recreation Center, the Courts and Police Building, and mailed to surrounding property owners <br />on May 26, 2015. <br />Staff Report of Facts and Issues: <br />McCartney presented from Power Point: <br />• This resolution came before the City Council where it was denied. <br />• This is the same request to amend the final PUD to modify the height allowance <br />language on Lots 1 and 2, Block 1 from "1 story with a 26 feet maximum building height" <br />to "1 or 2 stories with a maximum building height of 26 feet, where the second story <br />would only be allowed if the following criteria are met: <br />1. The proposed principal structure maintains a minimum 3:12 roof pitch <br />2. The proposed lot coverage shall not exceed 8.5% <br />• Location — West side of McCaslin and south of South Boulder Road. <br />• During annexation, the height was determined to not more than 26 feet for the two lots <br />and one story. At 26 feet, view shed was maintained as much as possible. <br />• PUD uses limited view preservation tools: <br />o 26 foot height limit <br />o 1 Story <br />o A 10% lot coverage (Lot is 98,000 sf) <br />• No minimum roof pitch <br />• No unique setback requirements <br />• Approved landscape plan will eventually block the view <br />• Staff observations: <br />o The allowed 26 foot, one story, structure will limit the existing unencumbered <br />view. <br />o A 26 -foot, two story, structure will not worsen the impact on the view shed <br />beyond what is allowed. <br />o A two story structure within the allowed 26 -feet would likely minimize view <br />impacts by allowing a smaller building foot print (lot coverage). <br />
