TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING <br />CITY MANAGER <br />DATE: FEBRUARY 12, 2008 <br />SUBJECT: NORTHWEST RAIL ENVIRONMENTAL EVALUATION UPDATE <br />ORIGINATING DEPARTMENT: CITY MANGER'S OFFICE <br />SUMMARY: <br />RTD consultants and staff will use the attached PowerPoint presentation and related materials <br />to provide an update on the FasTracks Plan, Northwest Rail Environmental Evaluation and <br />related Northwest Rail corridor issues. Among other issues this material covers the project <br />history, projected travel times, service levels, FasTracks Program Evaluation, technology, and <br />information on the decision-making process., key milestones, and a schedule. The slides also <br />cover the station planning process, noise ar~d vibration, quiet zones, fencing and the <br />maintenance facility. <br />We have also included 3 preliminary stations concept plans recently provided to Louisville staff <br />by the Norhwest Rail Team for consideration. These are DRAFT plans intended to explore <br />concepts and solicit feedback. We expect several iterations of these and new concepts over <br />the several months/years that station planning is underway. Staff wants to get initial input from <br />City Council on these concepts. We have pirepared written comments to the consultant team on <br />the concept plans and attached those for your reference. <br />FISCAL IMPACT: <br />There will be fiscal impact as the Northwest Rail Corridor continues its evaluation process and <br />hard costs are determined for those items beyond the FasTracks budget. Among other things, <br />each community is required to provide 2.5°/~ of Corridor costs as a local contribution. <br />Contributions toward the 2.5% can include IOW dedications, permit fee waivers, cash <br />contributions, and other in-kind contributions that defray budgeted FasTracks project costs. <br />RECOMMENDATION: Discussion <br />SUBJECT NORTHWEST RAIL ENVIRONMENTAL AGENDA ITEM <br />EVALUATION UPDATE <br />
