City Council <br /> Study Session Summary <br /> February 26, 2008 <br /> Page 2 of 5 <br /> Plan was formulated that included seven sub-areas or opportunity areas along <br /> <br /> with a review in 2-years. <br /> Director Wood said that in 2006 Planning worked with the Louisville Housing <br /> <br /> Authority concerning Inclusionary Zoning (affordable housing), which was tabled <br /> at that time, but would be revisited this year as part of the City Manager's goals. <br /> Director Wood also stated that green built is also one of the City Manager's goals <br /> and Planning would be having a joint work session with the Resource <br /> Conservation Advisory Board and Building Code Board of Appeals in March <br /> concerning green built with the intent of bringing back recommendations to the <br /> City Council in April. <br /> Director Wood gave a PowerPoint presentation on the Citywide Comprehensive <br /> Plan Amendment 2008. The presentation gave a brief update on the seven <br /> opportunity areas, as well as the scope of work for land use, transportation, <br /> economic development, fiscal analysis, housing, parks and recreation, <br /> community character/urban design and public process. <br /> Director Wood stated that outside assistance would be needed for updating the <br /> demographics, as well as Planning would also need to meet with the Boards and <br /> Commissions and other stakeholders. Director Wood discussed the timeline with <br /> the draft to be presented in July and the final draft presented to City Council on <br /> <br /> August 15th. Director Wood anticipated the cost for outside professional services <br /> to be $15,000 to $20,000. <br /> Councilor Dalton advocated limiting the scope of change and to also take <br /> advantage of Highway 42 economic analysis and to wait and see what will <br /> transpire with the ConocoPhillips purchase. He thought that concentrating on <br /> opportunity areas 5 and 6 made sense. <br /> Councilor Muckle thanked Director Wood for the presentation. He thought that <br /> the City should work in concert with ConocoPhillips and take this opportunity to <br /> let ConocoPhillips know what Louisville is looking for and wants to maintain. He <br /> also said the use tax needed to be considered. <br /> Scott Russell, Planning Commissioner, asked if Louisville had certified buildings. <br /> He also suggested that in relation to the Citywide Comprehensive Review the <br /> City should look at the public process such as a different approach and <br /> community character. Mayor Sisk said last time they held workshops and this <br /> year they would incorporate questions on the citizen survey. Assistant City <br /> Manager Balser added that during the last Comprehensive Plan citizens had the <br /> opportunity to give input at City events. Chris Pritchard, Planning Commissioner, <br /> recalled that last time there was a booth at the Street Faire for the <br /> Comprehensive Plan. Mayor Pro Tem Marsella stated that last time there was <br /> great participation by citizens through the use of focus groups. <br /> <br />
