City Council <br /> Study Session Summary <br /> February 26, 2008 <br /> Page 4 of 5 <br /> Mayor Pro Tem Marsella asked why there was a difference in the operating <br /> change between Leland model vs. Director Watson's model. Director Watson <br /> stated that the numbers were different based on the current budget. City <br /> Manager Fleming added that the impacts were based on "what if" scenarios. <br /> Mayor Sisk asked if there was a need for outside consulting. Director Watson <br /> stated that he felt the City had the capability in-house. City Manager Fleming said <br /> that Director Watson has already saved the City thousands of dollars on the work <br /> that he has completed on the model. <br /> Mayor Sisk said that he would like to see the model expanded and that he <br /> thought the funding for a new Library should be taken out. He asked if Highway <br /> 42 had been incorporated and if there was any cannibalization. Director Watson <br /> said that he did not know based on the assumptions he had tested. <br /> Mayor Pro Tem Marsella said that the economic development report shows a net <br /> gain with no leakage. <br /> City Manager Fleming said that he would like to see the "what ifs" tool used for <br /> proposals to test the range of impacts depending on the assumptions. Mayor <br /> Sisk said that the test could be run against reality to see if the model is accurate. <br /> Councilor Dalton thought that they could test the model with ConocoPhillips and <br /> didn't think that the City should spend a lot of time or money, but should use the <br /> tool as a broad predictor. <br /> Councilor Muckle said that the model should be tested against real data with <br /> reasonable assumptions and to tweak the model in-house if at all possible. <br /> Assistant City Manager said that the City model would be a very useful tool to <br /> determine the relative impact new development might have on the City's <br /> finances. <br /> Mayor Sisk acknowledged that Leland provided the spring board. He asked when <br /> the model would be ready. Director Watson said that he estimated that it could <br /> be ready in the next few weeks. City Manager Fleming thought that next month <br /> or two would be more realistic as the Finance Department has other projects it is <br /> working on. <br /> A Louisville resident asked if an historical test had been conducted. Director <br /> Watson said that one had not been yet. The resident cautioned about copyright <br /> violation. Director Watson assured the Council and resident that he had talked <br /> with Leland and gotten their permission. <br /> <br /> 4. Continuation of Presentation/Discussion/Update -Planning Commission <br /> Planning Director Wood asked if there were any other tasks for the Planning <br /> Commission that Council would like to address. Mayor Sisk thought that the <br /> Planning Commission should focus on the Comprehensive Plan revision. <br /> <br />
