<br />Open Space Advisory Board <br />Minutes <br />DATE <br />Page 2 of 3 <br />have been posted in 2007 (the foyer of City Hall, at the Library, at the Police <br />Department! Municipal Court Building, at the Recreation Center, and at <br />http://www.ci.louisville.co.us/Boards/osabagenda.htm on the Thursday prior to <br />each meeting.) The motion was unanimously approved. <br /> <br />Items of Joint interest - Discussion focused on the shared boundary between <br />Louisville and Superior including the Scriffiny/ Spicer Carlson boundary, the Coal <br />Creek corridor and the new Town Centre development. Additional discussion <br />was centered on the transition of attention from acquisition of new open space to <br />protection and management of existing open space, and also on best methods <br />for establishing and maintaining meaningful communication between the <br />Advisory Boards/Committees and their respective City CouncillTown Board of <br />Trustees <br /> <br />In Stream Flow on Coal Creek - Ted Kowalski presented an overview of the <br />Colorado Water Conservation Board (CWCB) program to maintain minimum in- <br />stream flow (ISF) by water right appropriation and the history of efforts by the <br />City of Louisville to pursue an ISF appropriation to protect Coal Creek. <br />Approximately one year ago Louisville sent letters to the Town of Superior, City <br />of Lafayette, Erie, and Boulder County inviting them to join in this effort and to <br />expand the length of the protected stream section. Lafayette expressed some <br />interest but Erie and Lafayette have to date declined but members of the <br />Superior OSAC expressed an interest in joining Louisville to pursue the matter. <br />Tom Phare contributed information on the process and informed the Board that <br />engineering limitations prohibited the use of the golf course grey-water system to <br />augment flows within Coal Creek. Tom Fahre agreed to spearhead the City <br />effort for ISF appropriation until the new Director of Parks and Recreation takes <br />over. <br /> <br />Linda Smith offered a motion to authorize City staff to collaborate with Ted <br />Kowalski to draught a letter to be presented to City Council requesting that the <br />CWCB initiate a survey of Coal Creek for ISF protection. <br />The motion passed unanimously. <br /> <br />Town of Superior Open Space Program/ Town of Superior Ranking & <br />Documentation of Possible Future Acquisitions - John Nibarger gave a <br />comprehensive presentation on the history, function, methodology and processes <br />of the OSAC in identification of target open space lands, best acquisition and <br />preservation practices, and mapping products. Superior has to date made three <br />purchases of open space lands.
