Historic Preservation Commission <br />Meeting Minutes <br />June 15, 2015 <br />Page 3 of 14 <br />Stewart asks how staff knows how much an HSA is without having bids. <br />Trice stated it is standard for us to provide an "up to" amount for the HSA, <br />allowing the applicant to choose their own architect. <br />Stewart stated he believed the structure has social and historical <br />significance. <br />Koertje agrees with staff and Stewart, even though the structure has been <br />modified. He believes it has greater social significance than architectural, <br />but believes the architectural form is still there. He believes the criteria for <br />probable cause has been met. <br />Echohawk states a Mayor living in this residence is socially significant in <br />itself. <br />Koertje made a motion to approve. <br />Stewart seconded the motion. <br />Motion approved 6 to 0. <br />Public Hearing — 1309 Jefferson Demolition (continued from 5/18/2015) <br />Trice stated new information has been received from the applicant and <br />architect. She stated at the last meeting a stay was placed on the property <br />until new information was provided. The existing stay would expire on <br />September 16, 2015. She added Commissioner Watson worked with the <br />applicant. She stated staff recommends releasing the permit. <br />Elizabeth Smith, architect, presented for the applicant. She stated there are <br />current code and safety concerns for the existing structure. She added the <br />siding is not original. She added the applicant has received letters from the <br />neighbors stating they would be fine with the rebuild especially in its current <br />condition. <br />Questions for the Applicant <br />Watson stated he did a site visit with the applicant and there are major <br />issues with the structure which would result in major costs to reconstruct <br />and retrofit. <br />Koertje asked Watson if he had any discussion with the owner. <br />Watson stated he did and believes there is a lot of money involved to bring it <br />back to what it was. He believes the economic impact would be severe <br />even to bring it back to a base line. <br />
