Louisville City Council Meeting <br />February 18, 2003 <br />Page 7 <br /> <br />The property is located on the southwest corner of Highway 42, immediately east of East <br />Street, and is approximately 5.7 acres in size. The City is presently in negotiations with <br />the family for acquisition of the property. He reported the initial discussions have been <br />productive and Staff hopes to complete a negotiated acquisition and present a purchase <br />contract for Council approval within the next two to three Council meetings. <br /> <br />Sisk called for public comments. There were no comments. <br /> <br />MOTION: Van Pelt moved that Council give notice at its March 4, 2003 Regular <br />meeting, final determination will be made as to the purchase for right-of-way purposes <br />for the Highway 42/96th Street Connection Project, seconded by Marsella. All in favor. <br /> <br />UPDATE DROUGHT MANAGEMENT PLAN <br /> <br />Sisk asked that all future Council agendas include drought management updates. City <br />Manager Bill Simmons confirmed drought management updates would be on future <br />Council agendas, and the next work session will include a drought management update. <br /> <br />Sisk called for Staff presentation. <br /> <br />CITY OF LOUISVILLE DROUGHT PLAN <br /> <br />Public Works Director Tom Phare distributed a draft of the City of Louisville Drought <br />Management Plan. He explained the plan is a guide to be used during the current drought <br />for the entire community. He referred to a table on Page 5, which note the specific <br />performance responses and duties of the residents, City Staff, and the City in general. <br />Pages 8 and 9 outline drought response activities, such as water restrictions, and <br />prohibitions. He noted the plan focuses on conservation and savings. Long-term water <br />supply will be addressed in the Raw Water Master Plan. He is currently evaluating <br />formulas to identify levels of drought and asked for Council input regarding the Plan. <br /> <br />Phare reviewed specific water conservation programs in the Metro area, which could be <br />incorporated in the Louisville Drought Management Plan, such as an odd/even address <br />program. He explained the City's program last year restricted watering by geographical <br />area. The Metro area suggests an odd/even address plan provides more flexibility. He <br />reviewed the following watering options for the golf course: Water shares secured to be <br />used at Marshall Lake; and possible reuse water from the wastewater plant. Similar to last <br />year, there are potential exchanges with down stream users, who make available water <br />through leases or ownership at Marshall Lake or other upstream sources. This increases <br />the City's raw water supply by making full use of reuse water at the wastewater plant. <br /> <br />ATHLETIC FIELDS AND PARK USE RECOMMENDATION <br /> <br />Land Management Director Cindy Lair reported the Land Management Department is <br />responsible for overseeing parkland and athletic fields.
